The Full Screen Toggle has a menu with three display modes:
No Scaling
Scale to Fit
Full Screen.
NavBarToggle, page 2. Click the toggle icon to change this Etoys project window to the other size option.

Big to small or small to big, it works both ways. 

Click once to change the size, click again to return to the first option.

Try it.

Try all the combinations to see their effects on this project.

This means other projects made using different combinations of options can be adjusted so they look right to you.
